cl-sql-sqlite3 software package provides CLSQL database backend, SQLite3, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install cl-sql-sqlite3
cl-sql-sqlite3 is installed in your system.
Make ensure the cl-sql-sqlite3 package were installed using the commands given below,
$ sudo dpkg-query -l | grep cl-sql-sqlite3 *
You will get with cl-sql-sqlite3 package name, version, architecture and description in a table
